A deep dive into the risks, costs and alternatives

Andy Cooke, Water Champion for the Vale of the White Horse, takes a deep dive into the controversy surrounding the reservoir proposals.

“Thames Water keeps telling people that SESRO is essential, and we have no other options. And people keep printing that with minimal questions and challenge. But, we certainly do have options…”

Pointing to the unprecedented scale and the supersized risks, Andy Cooke, notes that the proposed reservoir is the “slowest, hardest, least effective, and most expensive option”.

His warnings on the risk of escalating costs and delayed delivery of the scheme were proof read by the acknowledged world expert on megaproject risk, Professor Bert Flyvbjerg.
